What to take into your next appraisal

  • Separate delivered, occupied and paying units.
  • Match income and expenses to the same reporting period.
  • Value stabilised NOI while funding the actual lease-up deficit.

Start with an available-unit roll-forward

Track units delivered, available to lease, occupied and vacated. A home awaiting an occupancy approval cannot generate rent simply because its construction cost has been paid. Distinguish physical occupancy from economic occupancy after concessions and collection loss.

Fannie Mae’s operating-statement analysis instructions require operating data and debt service to reflect the same period. Apply the same discipline when converting monthly results into annualised measures.

Build three fictional operating months

Assume 100 available apartments, $2,000 monthly rent, no other income and no concessions or bad debts in this isolated example. Operating costs are held at $65,000 a month to show the impact of occupancy alone.

Replace the fixed-cost simplification

In the actual budget, distinguish fixed property taxes, insurance and minimum staffing from occupancy-sensitive utilities, repairs and management fees. Leasing commissions and concessions may also be concentrated early.

Do not apply the stabilised expense ratio to a nearly empty property if large costs have already started. Conversely, confirm which completed phases incur costs before assuming the full project operates from day one.

Calculate the operating bridge

At the assumed stabilised month, annualised NOI is $1.5m. At a 6% capitalisation rate that implies $25m before sale costs. Neither figure is the income earned in the early month.

If monthly debt service is $80,000, the three stages produce cash after debt service of minus $45,000, $15,000 and $45,000 respectively. Four months at the early stage need $180,000 of operating support before capital spending or loan fees. Fund that support explicitly.

Define a measurable transition

Specify the occupancy level, collection history, concession burn-off and completed works required by the business plan and lender. A temporary leasing promotion can achieve physical occupancy without the assumed effective rent.

Report actual monthly NOI, trailing-period NOI and the forward stabilised case separately. Reconcile the differences and stress slower leasing before relying on a refinance or disposition to repay construction debt.
